Cynthia is a partner and head of the Human Resources and Pensions Group at Deacons in Hong Kong. She has over 20 years of experience in all kinds of advisory work related to employment, labour, and immigration law, as well as retirement schemes and provident funds. She assists clients with both contentious and non-contentious labour matters and with the preparation of trust deeds and related documents for retirement and pension schemes. She has considerable experience in all labour-related matters and obtaining employment visas for expatriates and their families. She also advises on occupational retirement schemes and the Mandatory Provident Fund (MPF). In addition, Cynthia is experienced in the setting up and advising on on-going requirements of companies limited by guarantee in Hong Kong e.g. private clubs and non-profit organisations.
She has been acknowledged as a leading individual in the area of Employment by Asia Pacific Legal 500; as a leader in the field of Employment in Hong Kong by the Chambers Asia and named in The International Who's Who of Management Labour & Employment lawyers by Who's Who Legal. Cynthia currently sits on the Guidelines Committee of the Hong Kong Mandatory Provident Schemes Authority, Panel of Arbitrators under Section 12(3) of the Labour Relations Ordinance and Unsolicited Electronic Messages (Enforcement Notices) Appeal Board. She is also the Chief Adjudicator of the Hong Kong Immigration Tribunal, Chairman of the Occupational Retirement Schemes Appeal Board, Executive Committee Member and Honorary Legal Adviser of The Hong Kong Retirement Schemes Association.
Deacons was established in Hong Kong in 1851 and is Hong Kong's oldest and largest independent law firm.
The firm takes its name from a young English solicitor, Victor Deacon, who arrived in the burgeoning British colony of Hong Kong in 1880 to join the legal practice established by William Bridges in 1851. Within two years, the irrepressible Victor Deacon was made a partner and within 20 years, under his own name, he had firmly established Deacons as one of the colony's leading law firms, a position it has retained to this day.
Deacons grew steadily throughout the 20th century, flourishing during Hong Kong's post-war boom. By the mid-1970s Deacons was a busy, full-service business law firm and a highly respected name in commercial circles throughout Asia.
