Personal Background

B.Enkhbat is the Managing Parnter of Khan Lex Advocates.  His previous work experience includes the Justice Ministry of Mongolia ,where he worked as desk officer at Business Law Section of Legal Policy Department of the Ministry. His responsibilities at the Ministry involved drafting, a/o, Foreign Investment Code, Finance Lease Code, Minerals Code, Civil Code and tax laws of Mongolia. In particular, B.Enkhbat was among the writers of the first Minerals Code of Mongolia in 1998, which nowadays is largely credited for putting Mongolia firmly on the mining world’s map and for triggering extensive direct foreign investments into the country. He has particular expertise in large corporate transactions, corporate governance, finance, labor, mining and taxes.

Before establishing Khan Lex, B.Enkhbat was formerly an executive in Newcom Group, namely, in the largest two of the Newcom’s subsidiaries - MobiCom Corporation (as VP of HR, admin and legal affairs) and Eznis Airways (as VP of commercial and government affairs). While in Newcom Group, B.Enkhbat was part of the executive management teams who have overseen the fast growth of the above-mentioned telecom and air transport businesses, respectively. In particular, B.Enkhbat handled wide-ranging business activities that encompassed corporate strategy, regulatory and government affairs, marketing, sales, HR management, large-scale transactions, financing, and corporate governance. Such hand-on business experience has given him an understanding of the specifics of customers’ business areas and needs.

B.Enkhbat serves on the Legislative Working Group of Business Council of Mongolia (BCM) to assist BCM in analyzing business practice concerns and in formulating advocacy strategies. The Group’s comments on the draft Concession Law of Mongolia, prepared by B.Enkhbat and aimed at strengthening the framework of the PPPs in Mongolia in line with best international practices were largely accepted and included by the Government of Mongolia in the final text of the Concession Law.
